On December 11, 1943, the Secretary of the Interior sent the property back to the original owner. The circumstances surrounding this act were never clarified. On January 16, 1944, the Soviet Government requested the transfer of the property to the Ministry of Public Health. The Ministry issued an order of expropriation. On April 15, 1944, the owner of the property was informed that the property had been classified as public property and that the Cuban Government had assumed ownership
